July 27, 2011 - Stop & Go Traffic

Saw this on a very busy street this morning. Not sure what's going on here, but I can tell you it's not a Photoshop trick. All I can tell you is that the light is definitely not yellow, so GO, CARS, GO! or maybe you should STOP!
